The city of Arnold has passed a no-smoking statute in restaurants unless they make certain modifications to their ventilation system. Culpepper's is one of the only places to have done so. 4.0: Country Fried Steak

I have read some of the other reviews and I agree there are better places to go for wings lately but, I love their country fried steak with mashed potatoes.
